PHOENIX, Ariz. (Nov.4, 2025): Twenty years ago on November 7, 2005, officials from government and leaders of 501 (c) (3) organizations cut a ribbon to open the Human Services Campus. The Campus was a first-of-its-kind co-location of services for people experiencing homelessness – a local solution to meet a growing community need in Maricopa County.
From day one, more than 400 people called the Campus their emergency shelter while accessing wrap around services. Since that day, the 13-acre Campus has provided a place and space for people experiencing homelessness to create a plan to end their homelessness and rebuild their lives.
Today, Keys to Change owns and operates the newly-renamed Key Campus, serving more than 1,200 people per day and over 18,000 people in a year.
On November 7, 2025, Keys to Change and its partners will celebrate 20 years of service to the community.
The Key Campus 20th Anniversary event takes place Friday, November 7th with a reception at 1:00pm in at 1218 W Madison Street, followed by a program at 3:00pm on the Key Campus plaza. The event will feature a reception and retrospective gallery in the new Administration building, Campus tours, and a 30-minute program. Confirmed speakers for the program include Tom Manos, former Maricopa County Manager, Steve Zabilski, former CEO of St. Vincent de Paul and current CEO of Virginia G. Piper Charitable Trust, and Amy Schwabenlender, CEO of Keys to Change.
Over 20 years, the Campus has evolved in services scope and scale. In 2017, Keys to Change added the Brian Garcia Welcome Center to improve service connections and streamline intake. In April of 2022, the organization added a Sprung Structure to hold the new 95-bed Respiro Shelter. Over the last few years Maricopa County Industrial Development Authority provided grant funding for renovations to upgrade spaces and buildings. Event tours will highlight the new Admin building at 1218 W Madison as well as the Plaza on Key Campus.
Key Campus partner organizations expected in attendance are Andre House, Arizona Department of Economic Security, Arizona Pet Project, Brighter Way Dental, Central Arizona Shelter Services, Community Bridges, inc., Chaplaincy for the Homeless, Circle the City, Elaine, Homeless ID Project, Maricopa County Homeless Court, and St. Vincent de Paul.
